These properties were acquired during the 1920s and 1930s by Jews from Europe and North Africa who chose to invest in the Land of Israel out of Zionist and financial motivations in preparation for their immigration to Israel. Within the framework of these financial investments, they purchased agricultural lands in order to redeem them from the Turks and Arabs, purchased buildings and urban and agricultural properties, acquired shares in Zionist trade companies, and deposited funds in banks that operated at that time in the Land of Israel through various companies.
With the outbreak of World War II in 1939, many of these investments were confiscated as “enemy property” by the British government and only in 1944 was transferred to the Administrator General who began to operate as part of a special directive. Most of the funds and deposits were abandoned in the banks, and land assets were left under the authority of the land commerce companies from which they were purchased, while some were transferred to the authority of the Jewish National Fund in order to keep them in Jewish hands, and others transferred to the British "Custodian of Enemy Property."
Many investors perished in the Holocaust or immigrated to other countries, and when their heirs or the survivors – owners of the property – attempted to claim the properties, they ran into a brick wall. The organizations that held the lost property demanded that the claimants prove rights to the property in a way that was almost impossible to do, fully understanding that the more time passed, the more difficult it would be for the claimants to prove their ownership
of the assets.
